International Fuel Gas Code
303.6 Outdoor Locations - "Appliances installed in outdoor locations shall be either listed for outdoor installation or provided with protection from outdoor environmental factors that influence the operability, durability, and safety of the appliances."
410.1 Pressure Regulators - "Pressure regulators shall be protected from physical damage."
413.6 Pressure Regulators - "Pressure regulators shall be designed, installed, or protected so their operation will not be affected by the elements (freezing rain, sleet, snow, ice, mud, or debris)."

902.15.3 Venting of Gas Appliance Pressure Regulators - "In the case of vents leading outdoors, means shall be employed to prevent water from entering this piping and also to prevent blockage of vents by insects and foreign matter."
D 113.4 Special Rules on Atmospherically Controlled Regulators - "Atmospherically controlled regulators shall be installed in such a manner that moisture cannot enter the regulator vent and accumulate above the diaphragm. Where the regulator vent is obstructed due to snow and icing conditions; shields, hoods, or other approved devices shall be provided to guard against closing of the vent opening."

3.2.12.14 - "All regulators for outdoor installations shall be designed, installed, or protected so their operation will not be affected by the elements (freezing rain, sleet, snow, ice, mud, or debris)."
Canadian Standards Association - CSA-B149
5.2.2.1 - "When installed outdoors and subject to inclement weather, the regulator shall be protected as necessary from exposure to weather conditions."
5.2.2.3b - " A single stage regulator of a capacity not exceeding 150000 Btuh (45 kW) may be installed in a horizontal position, provided that it is protected from inclement weather."
5.5.11 - "For propane applications, a regulator vent, line relief device, or hydrostatic relief device discharging vertically upward shall be provided with a loose-fitting rain cap. When discharging downward, it shall be provided with a protective screen."
12.4.10.4 - "Where outside meters and regulators are installed in locations that do not afford reasonable protection from damage, such protection shall be provided."
